And that account, it can only be from him since he has the control over the instance and signups are closed. Just look at the toots from the fake account ^^

I'm confused why you think the account is his. Yes it is a closed sign-up instance but as far as I know all the other accounts on the server are real people. He allows limited signup to the dev instance for people from the old Gab network,
With that said if the account is making racist posts one would expect him to moderate it. But as far as i know they are a free speech instance. So they simply dont moderate. So I still wouldn't blame him but rather the individual.
With that said if the individual is racist I will silence them on my instance. Going to look through the account's posts now. Any specific racist posts you'd be able to forward?
@snder I suspect that every single person on the gab network has an issue with gargron. Those guys dont exactly have a reputation of maturity.
