People could lie, but thats not the point. The point is more that in this case the servers would all federate with each other and engage as if part of one larger system. Very much the opposite of what you see int he fediverse where such instances largely isolate form each other
People tend to group themselves however anyway, the sites are federated so it wouldn't matter, and people could lie on the test.
Not to mention we already have expressly political instances like Canceldon's and Gab
