Fair no not everyone. But we have an encvironment where its the only issue really being discussed. When someone comes along and tries to bring up the greater picture by talking about "Every Life" rather than just black lives you get people getting mad and attacking rather than discussing the bigger picture.

So no not everyone, but the point is the way in which these dialogues take place and the exclusion of the bigger picture embodied by talking about "every life" is ultimately why we have a failure to fix it after decades of trying.
