Should the white button at the top of the United Federation of Instances page point to Getting Started, like it does now, or the Code of Ethics?

I think that there should be both Code of Ethics and Getting Started.

I'm not sure. Probably "Apply" could be in the "Getting started".

So get rid of apply? I dunno I'd get rid of the getting started first, the apply seems the most important part.

Im open to seeing what otehrs think though.
