My issue with this is the the repositories have some lock in. Everyone says "oh, you can download and make changes" - but how?

If the repository does not include non-PDF download options, then modifying outside of the repository's ecosystem is difficult and time consuming.

Editing inside of the ecosystem may be doable, but also difficult and still locked in.

And in the end, is it "open" if I still can't download as something more easily editable than a pdf?
