1. it’s 2:36
2. Apple Reminders shows me a notification
3. I choose “Remind me in an hour”
4. the application will remind me at 3:36
5. but the clocks move back today, so 3:36 becomes 2:36
6. which is now
7. therefore, the same notification is shown again now (after a few seconds)
8. go to step 3 for another round of this

I’m not running the latest version of macOS, so this bug might already be fixed, but still, how did Apple not anticipate this?

Not easy to solve.

It would be even more confusing that the message in 4. indicated 2:36.

And it could be extremely confusing if you were to postpone it by less than an hour.

A descriptive message explaining about the clock moving back would be helpful, but not great.

I think they took the path of least resistance.
