@hund I'm guessing they sign on very large standard contracts with some large provider. We had something stupid like this for corporate phones.
@gustav Yep, that's it. The money the company wastes is usually shared between the provider and whoever thought it was a good idea to sign the contract, but sometimes they're too stupid to even ask for a share.
