I don't know what their concept of Western Europe is, but my first computer was an MSX2, and, while it wasn't the best-selling platform of the time, there were plenty of videogames released for it, and even magazines dedicated to the standard. It was not unknown in Western Europe at all, just more expensive than a ZX Spectrum or an Amstrad.
I bet this is the same people that think the Commodore64 took the world by storm when it mostly sold in the US.
