Tbh it's a little bit of both. Just like the moderation.

Both the user and admin are each responsible for the resulting feed is generated in the user's account.

You(the user) boost what you like, promoting what you see to those federated with you. Otherwise, there's no guarantee, others in your federated network will ever see it too.

Admins manage the trunk of the bush(tree, plant, whatever), while the users manage the branches.
