I remember a time when mall cops actually meant the mall was high-end, rather than being on the verge of closing.

Seems plausible. McCain Mall in Little Rock Arkansas has never had them and has been open since the 1960s. They've had a few parking lot murders and bathroom sexual assaults but nothing bad or anything.
