1. everything depends on jurisdiction,
2. generally speaking, mere employees are not responsible for legal activities being impossible
3. size of company will determine who can be held responsible at all (really big companies, basically no one as long as no illegal activity is going on)
Your scenario seems to describe "man power shortage", and that is not illegal and could theoretically be "solved" with either outsourcing or more hiring.

I wonder if there's a potential lawsuit for fraudulent conveyance against the employees of the company for drawing a salary while knowing they couldn't fulfill existing orders, and for accepting new website orders while knowing they wouldn't fulfill existing ones
Maybe a lawyer can chime in with an opinion?
