After digging into the 29-page English version of Finland's new National Roadmap for Open Science and Research Funding (https://doi.org/10.23847/tsv.1591), I found one mention of software, on page 17:

"Openness of research methods is promoted in various ways across disciplines, for example by sharing methods such as open-source software on platforms commonly used in the field."

I would have liked to have seen some more about software as an essential element of research in the same way that data was included.
