intgovforum.org/en/content/dyn They were at the IGF a few years ago, it seems to defend end-to-end encryption. I don't get why they couldn't just launch a conventional civil liberties org.

Something you quickly notice is how they try to do *everything*. They try to be the mental health circle, to fundraise to do research, to run a self-regulatory program, and to do the civil liberties thing.

However, what their staff seemed better at (and were more interested in) was defending civil liberties. Taking on all of this seems to have made them so much less effective.

From what we've seen, their team is actually pretty small, it can't be easy to take on all of these projects. While they're taking the role of a "fiscal sponsor", with the mental health circle run by another small team of volunteers, rather than being more involved, it still consumes resources.
