This would be very interesting; though I don't know how much people would be willing to do this consistently in order to have a dedicated social network.
Maybe your best option is to use one of the federated blogging tools.

Of course, such a platform would have the advantage that you could search for a specific article and find all the reviews that have been written about it, but that would be useless if only a very small amount of articles has been reviewed.
