I work in a hospital, thus quite a big infrastructure with its own IT department and all that; but this kinds of things are pretty common.
Imagine in a smaller company with no IT specialists...

There's plenty of reasons people are not making their own cloud service, the main one I'd imagine is that they have no idea how to do it.

I mean, I have seen secretaries that work most of their day writing and receiving emails and they had no idea how to organize them or divide them, so that any mail received over a week ago is practically lost forever.
