The property system, including the right to exclude and the concept of trespass, are components of the state. A police warrant is too, and overrides the right to exclude. So yes, it is an invitation to enter (just not from you).

Also, how can a question be non-valid??

A vampire can't just get permission from some rando walking by, why would it matter if they were cops?

Otherwise they'd just bring a familiar to any house to give them permission.
