Privacy = the sum of techniques in which an user and it's machine suppose to disclose as little information (metadata) as possible in order to achieve basic functions of the modern days computing.
Security=the sum of techniques that an OS puts in place that suppose to defend the integrity of the operating system thru up to date mitigations.Now the question is which one comes first in order to achieve best user experience. My answer is privacy ;)
