@tobychev Mm, yes. I did not know in exact detail the components of the law, but both it and Govt of USA's willingness to apparently ignore its own laws with regard to such foreign "aid" is entirely in line with what I expect.
I am reminded of when after al-Sisi's military coup there was public acknowledgment and discussion on that foreign "aid" from USA therefore would be banned by USA's laws, while conforming to its law would effectively mean an end for the Camp David Accords and that would break Israel's siege against the civilian population of Gaza (a war crime) so quite publicly the SecState just... started paying it out anyway, even though having recently explicitly acknowledging that doing so would be in violation of USA's law. That's how al-Sisi was able to finalize the anti-democracy coup and cement the human righrs-crushing grip on power.
States can be... very flexible about the application of its own laws, when it feels like it.

There's an Armenian saying that goes something like "Laws are for the rulers; punishments are for the poor".
