When reports sound like this:
"There are “proper processes” to be followed if International Criminal Court (ICC) investigations ever become a matter for the UK, the Home Secretary has said."
the usual meaning is "we really wish he doesn't come because it would be a huge headache" and implies there's a good chance at least some part of the formal arrest process would start.
I agree that it is disappointingly weak support for the court, but openly accepting the courts authority is already that a pretty big win
