Biden is requesting it but he doesn't have the funding for his project. You can't block funding that doesn't exist.

The distinction is key because it describes the process for congressional appropriations, and the president's role (or lack thereof) in the legislative branch.
That seems to be more a matter of semantics than of difference in results.
