I think it is beyond the property boundary, so pavement, road etc.

I am sure most people probably don't worry about it, and see the context as safety / crime prevention but it only takes one person to complain.

Probably a complex issue, if you forced me to move the camera, I complied, then you got mugged just beyond my gate, which is no longer in camera view, there would be no video footage to help the police / you catch the person who mugged you.
