The government has already decided it can control the curriculum by controlling the cash.
What happens next is not up to them.
It's up to everyone else.

How easy would it be for Harvard to move to Canada,? Granted it would not be an easy move, and Canada would have to allow a lot of people in to work / study, but at least people signed up to the courses could carry on and it would be a major blow to the USA Maga administration and have long long term implications.
