Yes. And I spent most of those 10+ years avoiding going outdoors at all during winter, so 40° F is still cold!

@tiffanycli also the moderating effect of the ocean means that those of us who live close enough to the East Coast get subfreezing temperatures significantly less often than the interior. Even an hour inland— Richmond, VA v. Yorktown, VA, for example, makes a startling difference.
