It has an equally strange history, one that was picked up by Bowie whilst in Berlin.
When sung by itself, t's out of context. The context is a stage production (The Rise and Fall of the City of Mahagonny, a German opera of the late 1920s set in the post WWI era.) all of which was quite dark in nature, but this one piece was sung in English tho the rest of the opera is in German.
