How does one remove such dust from a tiny cell phone camera lens? I tried what was available, cotton swap, soft plastic stick, blowing but it didn't help.

Isopropyl alcohol and a microfiber cloth would probably get it. Also you might try getting some compressed air in a can, it works better than blowing on it.

@Demosthenes hmm this thing is tiny, the lens is maybe 2-3 mm in diameter, not sure how to "in" there with a cloth at all. I tried some cloth that collects dust (not sure how to say in English).

For that, I've used tissue paper and a toothpick before.
