That's a good point. Often we don't realize all potential outcomes.
Trouble is that some recognition of potential outcomes needs to be part of the definition in my opinion, because a drunk or drugged person cannot consent.
Maybe a belief in the potential outcomes of an action need to be considered.. though someone of lower cognitive abilities may believe that they know the actions yet not be able to fully consent.
