A lot of communities have very old infrastructure (sewer, water mains, stormwater) that is beyond its useful life. Communities have not been keeping up with the required maintenance.
This problem is not going away.

@masbenmaas The perspective from here on Colorado's Front Range is that nationally, we seem to be in the habit of abandoning old cities and expanding on and building new ones.
@Gaythia a different mindset here, but that is an interesting approach where land is cheap.
