A) he filed notice of intent to appeal, not an actual appeal briefing.
B) posting bond stays collections attempts during an appeal. He can do his performative appeal (which boosts his fundraising), but as of march 25th the state is free to go gimme that, and gimme that, and gimme that, on every asset they can identify.
@LouisIngenthron The bond must still be paid, it just isn't due yet. The due date hasn't changed. Nothing has changed except the appeal has been posted.
