@bich So much of this research is hit and miss. All HCFA-15 forms should be available to determine; population based threats, comparative prices, solidify demographics associated with poverty...and on...and on....

Getting policy makers to listen to the researchers is always a challenge.

@bich Agreed. The City/County Managers I dealt with were pretty reasonable. I taught the students to prepare three documents for any potential policy issue; something less than two minutes (the elevator speech), a two page point paper for department heads or City Manager, and then a well documented piece that include appropriate data.

@bich The exciting part was taking a student to a department head meeting and their face as they saw action based on their own work...
