The Virginia Department of Health is seeking a highly motivated employee with solid experience in Emergency Preparedness and Response to join the administrative management team with the Hampton and Peninsula Health Districts (HPHD) which encompasses six jurisdictions: Hampton, James City, Newport News, Poquoson, Williamsburg, and York. The candidate selected will develop, maintain, and exercise an assortment of plans to include the HPHDs All-hazards Emergency Response Plan with particular emphasis on medical countermeasure dispensing, response to communicable disease outbreaks and coordinating incident management for the Health Districts and also updates, maintains, trains, and exercises the Continuity of Operations Plan and Communications Plan.
Provides support, in a staff capacity, by focusing on intermediate term program issues with agency wide application. Characteristic duties include: program development, planning, monitoring, analysis, grants management, recommending policies and procedures, program research, and evaluating changes in rules, regulations and legislative proposals for impact on service delivery. Thorough knowledge of program management, analytical principles and service integration is necessary. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor.
The position is also required to maintain and test redundant communication devices, and systems. The position is required to coordinate Emergency Support Function 8: Public Health and Medical planning and response (as necessary), represents the Health District at a variety of local, regional, and state emergency preparedness meetings, and supports the Health Districts Incident Management Team. The position reports to the Chief Operations Officer, and supervises Medical Reserve Corp (MRC) staff, and volunteers.
This position is required to work directly with emergency managers, and affiliated personnel in the HPHD districts, as well as healthcare partners, and must be extremely customer focused, and a team player. This is a fast-paced environment that is ever changing. The position also requires applying for, maintaining, and managing grants. Other duties as assigned include: Ordering and management of vaccine/testing and associated supplies, personal protective equipment, and other inventories, as required. The position works closely with the following staff: Environmental health, clinical, epidemiology, population health, and administration. The position is responsible for the management and coordination of the HPHD Safety Committee.
This position serves as a primary call out for disaster and emergency response.
The Virginia Department of Health offers 12 paid holidays, medical, dental, vision and life insurance, retirement plans (including 401(a) Cash Match and 457 Deferred Compensation Plan) as well as sick, family/personal, and annual leave!
This is a grant funded restricted position. The availability of funding is scheduled for review annually. Continued employment is contingent on the continued availability of grant or non-general funds.
Minimum Qualifications
• Considerable knowledge of & experience in planning and policy development and implementation, program evaluation and coalition building
• Experience in health communications essential
• Skilled in data manipulation & analyses.
• A comprehensive knowledge of & experience working within the community environment with emergency preparedness & response resources & methods, including bioterrorism, preferred
• Good oral & written communication skills are required
•Thorough understanding of incident command principles. Experience in community/government partnerships, team building and coalition building
•Strong organizational skills and ability to manage complex projects, and complete projects and assignments independently or with minimal direct supervision and ability to meet established project timeframes and deadlines.
A valid State Driver’s License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency.
As a mission critical member of the HPHD, this position is required to be available 24 hours a day, seven days a week to include holidays.
Preferred Qualifications:
• Advanced degree in public health or equivalent combination of training & experience preferred
• Prefer prior public health experience and working within a public health setting.
• A comprehensive knowledge of and experience working within the community environment with emergency response resources and methods, including medical countermeasures, Center for Disease Control and Prevention’s (CDC) Public Health Emergency Preparedness (PHEP) capabilities, Strategic National Stockpile and Medical Countermeasure Operational Readiness Review (MCMORR) criteria, and/or knowledge of Incident Command System (ICS) and/or incident management principles and practices.
• Completion of FEMA, and HSEEP training desired. Knowledge of CDC/State preparedness criteria or vulnerable populations in emergency settings.
