“民主黨籍參議院外委會主席梅南德茲（Robert Menendez）、參議院外委會共和黨首席議員里契（Jim Risch）4月8日共同推出「戰略競爭法案」（Strategic Competition Act），盼動用美國所有戰略、經濟與外交工具推動印太戰略，因應中國帶來的挑戰。
法案長達281頁，共有5大章節，囊括北京各領域問題行徑，包括掠奪性經濟作為、惡意影響力作戰、發展數位威權、軍事擴張、對台野心、壓迫香港與新疆等。”
目前進展到過了眾院這一關:
"「2022 美國競爭法」當中包括制裁中國政府對新疆維吾爾人的人權侵犯。該法案還將打造一個「中國觀察者」計劃，指定由外交事務官員進行「監測和打擊中國的惡性影響力」。
其他條款將正式譴責中國政府透過實施國家安全法、破壞香港自治權的行為，並為符合條件的香港人提供臨時保護身份和難民身份。而「台灣駐美代表處」正名同樣是在相同脈絡下的「制裁中國」條款。"
