@jackiantonovich Great! Public health, emergency management received an explosion of CDC funding following 9/11 and the smallpox scare. Over time, funding was slowly choked off and by the time COVID-19 happened response infrastructure had collapsed. From a historical perspective, you could spend a lot of time comparing and contrasting the federal funding (and leadership or lack thereof) of public health emergency management and the corresponding outcomes for H1N1 and COVID-19.
