@simonjhix Lower and upper house have to be considered together. Once the very existence of the HoL is (rightly) in doubt, what replaces it and the replacement's terms of reference will determine how the Commons needs to change.
I tend to think Starmer must know this and is concentrating on the obvious and popular thread to pull on to start that process. But I would like to have some sort of confirmation of that.
