It's really more of a marketing thing.

@Surasanji @pirpurian Isn't that because if you have a phone with IP68 resistance, like my phone, gets tossed into a 15 foot pool, the water damage is my fault? At least I reliably know the level of the water resistance.

This is also why I plan on always buying cheap phones, BTW. If it dies I can easily get another one.

Even if your phone had a manufacturing defect vs water, and didn't actually have the IP68 rating (due to this defect) they won't cover water damages.
