After months of work, we have a new stable release: Tor 0.4.0.5. It contains improvements for power management and bootstrap reporting, as well as preliminary backend support for circuit padding to prevent some kinds of traffic analysis.

Tor doesn't create background chaff AFAIK so when it's idle it should already be sending very little, just keeping the circuits open.

So if you can measure network traffic you can already see that.
