The leaders of the Baltic states at the Munich Security Conference agreed that no leader of the world should be above the law and should be held accountable for their actions. Estonian Prime Minister Kaja Kallas and Latvian President Egils Levits both supported the idea of creating a special tribunal to prosecute the leadership of the Russian Federation. They argued that individual states have the right to set up an international tribunal against an aggressor, and that international law allows for such flexibility without the need for a UN decision.
