The National Security and Defense Council of Ukraine (NSDC) has explained why Ukrainians were not warned about a full-scale war. According to NSDC Secretary Oleksiy Danilov, there were several dates mentioned for the start of the war, making it impossible to predict when the enemy would launch an offensive and in which directions. On February 23, Ukraine declared a state of emergency, but this was not a direct warning of Russia's plans to launch a full-scale war. The war began when Russia invaded the Ukrainian Crimean peninsula on February 24, 2022.
