Negotiations between Ukraine and Russia regarding the return of the Zaporizhzhya Nuclear Power Plant (ZNPP) to Ukrainian control have reached an impasse, according to Energy Minister Herman Halushchenko. Halushchenko stated that Ukraine's position on the matter, which includes the demilitarization of the plant, the complete withdrawal of Rosatom employees, and the ability of Ukrainian personnel to operate the nuclear facility without pressure, has not been met. Instead, Russia issued a decree declaring ZNPP to be a federal property registered in Moscow.
