In the afternoon, a group of utility workers arrived at the Woodstoria housing estate and asked to be allowed onto the roof. The woman from the housing office refused to grant them access as she did not have the necessary paperwork. Instead, they called an emergency vehicle which shut off the gas supply to the boiler room, then drove away without giving any explanation. As a result, 870 apartments were left without heating.
