Journalists from the Financial Times reviewed 29 secret files created between 2008 and 2014. Experts claim that they are still relevant to modern Russian military doctrine. The documents include a wargame scenario and presentations for Navy officers.

Moscow is ready to use tactical nuclear weapons in the event of a strong enemy invading Russia, the defeat of its army or an important formation, the loss of 20% of ballistic missile submarines or 30% of nuclear submarines, as well as the loss of 3 cruisers, 3 airfields and a simultaneous attack on the main command centers.

Russia is also ready to use nuclear weapons to prevent the defeat of Russian troops. However, analysts interviewed by the FT say that in Ukraine, Russia probably has a higher threshold for the use of tactical nuclear weapons, as Kyiv does not have the nuclear capability and capacity for a major invasion.
