2014-2016, the US Central Intelligence Agency has trained a new generation of Ukrainian spies, the elite unit "Detachment 2245", who work in Ukraine, Russia, Europe, Cuba and other countries with Russian influence. As part of this project, the CIA, together with Ukraine, created 12 spy bases along the Russian border — to track intelligence satellites, eavesdrop on conversations of Russian commanders, and gather information for covert operations.

▪️Budanov, a member of this unit, “was a rising star”. Known for "daring operations behind enemy lines and had close ties to the CIA";
▪️"Disguised in Russian uniform, then Lieutenant Colonel Budanov ferried commandos across a narrow bay on inflatable boats, landing at night in Crimea";
▪️The operation was not coordinated with the United States and caused sharp criticism from Washington.
