During the winter, the UN mission documented the execution of 32 Ukrainian prisoners of war. Additionally, experts conducted interviews with 60 Ukrainian military personnel who were recently released from captivity, discovering that most had endured sexual violence.

The head of the Bell Mission reported that nearly all respondents stated that Russian military personnel and officials tortured prisoners. This included beatings, electric shocks, prolonged uncomfortable positions, and threats of execution or mock executions.

The Mission's report also details Russian administration violence against residents of occupied Ukrainian territories. This includes civilian killings, arbitrary detentions, and constraints on freedom of expression.
