He told state media that from the first minutes of reports of the terrorist attack in Crocus City Hall, local special services began to act in Belarus, and the terrorists "saw this" and "turned around and went to the Ukrainian-Russian border."

According to Lukashenka, quoted by BelTa, it appears that the terrorists initially planned to leave Russia for Belarus.
