"I just want to point out that there is some confusion in this context. There has never been a restriction on the Ukrainians shooting down enemy planes, even if those planes are not necessarily in Ukrainian airspace," White House adviser John Kirby noted.

A representative of the White House clarified that the Armed Forces "can shoot down Russian planes that pose an imminent threat."
