Since it began operations, the 'Atlas' facility has specialized in the storage of petroleum products, according to local media. The facility also supplies fuel to the Russian army, journalists claim. 'In August 2020, joint exercises were held at the "Atlas" facility between the Ministry of Defense and Rosrezerv as part of the "Caucasus-2020" drills. The exercises demonstrated three methods of fuel supply for the army—by road, rail, and pipeline,' according to a 2023 publication by the newspaper "Zemlya."

The facility was previously attacked in early August.
