"These bastards hit a residential building in Dnipro with a ballistic missile. A child's arm was torn off."

The mayor of the city of Dnipro, Filatov, gave an official statement regarding Russia's ballistic missile attack on a group of residential buildings.

There are currently 3 dead, 19 injured, 16 residential buildings and a hospital were hit.
