Not entirely ready to subscribe to "Bradly as scapegoat". He did give an illegal order, following an illegal order. I'm not sure how far down the chain the consequences should go. Somebody pulled the physical trigger (punched the button, whatever). If I understand correctly from Hertling's "two oaths" article, all officers involved are on the hook.
