It was a foundation of law and a legal system that people could/would/should use the law to settle differences. If the law no longer does, it invites a return to individuals settling differences themselves. Because the latter was not appealing, societies opted for legal systems.

When law enforcement agencies decline to enforce the law what do you do to counter that? Sounds like rebellion needed to me.....No one gives up power willingly.
