If you're not in the #evacuation situation, you offer support where you can, but it's best not to judge their decisions.
It's incredibly hard to move 23 MILLION people.
Some people will die if they are moved. Some people are living paycheck to paycheck and don't have thousands of dollars to evacuate. Some people don't have a car.
You may see people talking cavalierly, but you don't know what their real feelings are (whether that's how they cope with powerlessness).
