You are correct, but in this specific case the laws have not been changed yet, as far as i know.
If the changing is not according to legal process, you have a continuity problem and the "legal" you are doing is not actually covered by the democratic votes (if those are democratic, who knows *cough* gerrymandering *cough*)
So yeah, your wording is more robust in general.
